The global green movement has taken roots also in our regions, and so at the congress in Mostec in Ljubljana on 11 June 1989 we established a political party named Greens of Slovenia, which was soon actively involved in current political life in Slovenia. Our political party was formed at a time when other democratic political parties were formed which participated in the first democratic elections in 1990. In the first democratic elections in 1990, we were supported by almost-ninths of Slovenes and citizens of Slovenia.
Let’s take a look on the social and political context in 1989, which is not only the birth year of the emergence of a majority of independent political organizations, but also the year of the creation of a united Slovenin opposition DEMOS and the fall of the Berlin Wall, the symbolic end of communism in Europe.
At the end of the eighties in Slovenia was fierce, cleft stick economic crisis, by example 11,000 percent inflation, difficult social conditions, poor relations in the federation etc. On the other hand, there were a process of liberalization, reviving of civil society, there were massive public debate on democracy, political pluralism, human rights and freedoms (which incited the famous trial against Janša, Borštnerju, Tasiču and Zavrl), on relations in the federation, in short, thoroughly it has developed democratic public. The year 1989 was particularly very dynamic, which is due to the anniversary of establishment of the Greens Slovenian and we want to especially remember this year. In this year was held a very lively debate under which a debate on other vital issues related to the Slovenian Spring was held. At the end of February 1989 was established the Choir of the Constitution, in which representatives of civil society and the newly established democratic parties were participated.
Choir of the Constitution which has championed the rule of law, pluralistic democracy, free association of people, human rights, etc… was first united opposition movement, which brought together primarily one goal – to change the constitution in the direction of the rule of law and democracy. In September the same year were adopted constitutional amendments, which abolished a provision on the leading role of ZKS, against which were strongly opposed by the then Central Committee ZKS led by Milan Kučan.
Requirements for constitutional amendments were the result of the human rights movement, which arose at so-called “The trial of Four”, a trial against Janša, Borštnerju, Tasiču and Zavrl, but the spirit of 57th issue of Nova Revijapublication has lived on. People have understood “The trial of Four” not only as a violation of fundamental human rights, but also as a desire of undemocratic forces to halt the liberalization and subordinating Slovenia to Serbia.
On the basis of this resistance was spontaneously created a completely new, democratic and at the same time patriotic political culture which would remain only a momentary ray of democratic hope if it was institutionalized by brave individuals in a more permanent form – in organizations which were in the beginning called ‘The Union’. In the Committee, which has been a strong factor in the liberalization of the political situation and the most popular Slovenian civil society organization during the Slovenian Spring, has been chosen a group of people who were in the following months establishing the first Slovenian political parties since 1945.
Among them we should mention Dr. Jože Pučnik, who was undisputed leader of the ensuing political alternative, which timely realized that the key objectives of democratization and Slovenia’s independence have to be achieved without the participation of the old political nomenclature.
Greens of Slovenia have established a political party on 11th of June 1989. In this year have been also established Slovenian Democratic Union (11 January 1989), the Social Democratic Union of Slovenia (16 February 1989), Slovenian Christian Social Movement (10 March 1989), Slovenian Craftsmen party (27 December 1989) and in the following year the Gray Panthers (18 January 1990) and Slovenian craftsman enterprise party (1 February 1990).
In the early nineties we appeared to be promising, but apparently the then leadership was unable to extremely complex relations within the party and the country. After two mandates in the National Assembly, we were due to fear of political nomenclature of the previous one-party regime that we will occupy an important part of the central and left political space, a victim of non-legal state. As well as the irresponsible actions of individuals within the party. Because of all mentioned reasons and also a lack of active management of our political party were we after elections in 1996 eliminated out of the National Assembly. Our example clearly demonstrates that the party if it wants to remain an entity of the situation thus »be in the game« have to timely and properly respond to the current challenges in society. Otherwise, you can quickly become “dry branch” on the nation’s tree.
Thus, there was in 1993 even withdraw of five Members of the Greens of Slovenia, which, together with Dušan Plut, deserted to the LDS. Our party was also administratively eliminated in the nineties by Minister of Internal Affairs of Slovenia, what was later rejected by Administrative and Constitutional Court. After several years, when we were forced to fight for bare survival, were at the Eleventh Congress of the Greens in 2003 in Ptuj, new and also the current President of party Vlado Čušu with his most faithful members and functionaries manage to connect all active municipal committees of Greens of Slovenia. Greens of Slovenia have with new leadership lived to see re-programming operation and challenging long lasting and grueling financial organizational consolidation. We have made an interesting development in the last twenty-five years. With our programme’s ideas, including the first Slovenian Environmental Protection Act, we have become indispensable in the ideological and programme’s terms. Over the past ten years we have been, due to correct posture and acquiring of excellent personnel, in anticipation of resurgence.
We have an interesting example; the current president was a candidate on the list Greens of Slovenia in the first parliamentary elections in 1990 and significantly helped in entering Ptuj’s candidate of Slovenia Greens in the Parliament.We hope that with the help of green-defined voters at the next election also he managed to get in the Slovenian Parliament.This will be possible if all parties will have same conditions on the electoral competition. The electoral competition is not fair if there is no equal media attention to all parties and so all lists of candidates have ensured proportional possibilities to represent programs and candidates. The essence of democracy lies in the fact that the non-parliamentary party becomes parliamentary and vice versa. Where political parties cannot participate with equal terms in politics, there is not a democratic society.
President Čus is convinced that the Greens of Slovenia have new solution: “We bring fresh air and a new perspective on the development of Slovenia and the EU. We want to replace the rule of gold by the golden rule of nature to a greater extent than ever before. So, we do not look only at the narrow economics, but on sustainable development. Development of democracy requires more direct decision-making by citizens and not prohibitions of referendum decision, which was legalized by the current Parliament. Slovenia needs more solidarity between people, more transparency and accountability. ”
Existing coalition will be, in his words, evaluated through three criteria: if it protects the natural resources of Slovenia, if it creates a competitive business environment and if a major part of property, which was transferred by tycoon in tax havens, will be returned to Slovenian citizens.
The party was at that time already the first in Slovenia which gather enough signatures of support for the European elections. Čus says that voter will decide deputies for the European Parliament also appreciates that it will seriously wrong if this decision will be similar to previous decisions at the last elections. Greens of Slovenia have found that people live better in countries in which the Green Party is in the Parliament. We will continue to make every effort to govern according with the values from the period of independence, when the Slovenes joined by common efforts for better tomorrow.
The Greens of Slovenia sincerely believe in Slovenian democracy and the independence of Slovenia. In those 25 years of activity of our party have many individuals have taken great risks, including personal freedom. We would like to thank to all of those who have helped in the emergence of the Greens of Slovenia and they did not deserted to other political parties.
